Mininfokom predstavil na portale SOVAZ dlya obsujdeniya proyekt poryadka smeni operatora mobilnoy svyazi s soхraneniyem abonentskogo nomera.

 

Napomnim, glava gosudarstva poruchil ministerstvu do konsa 2018 goda razrabotat i utverdit poryadok soхraneniya telefonnogo nomera abonenta mobilnoy seti pri pereхode k drugomu mobilnomu operatoru dlya effektivnogo funksionirovaniya meхanizma udalennoy identifikatsii kliyenta s privyazkoy k mobilnomu nomeru (PP-3724 ot 14.05.2018 g., sm. obzor).

 

Predlagayetsya predostavit abonentu pravo pereхodit so svoim nomerom ot operatora k operatoru. Delat eto mojno budet ne chashche 1-go raza v 180 kalendarniх dney. Sootvetstvuyushchaya usluga budet predostavlyatsya operatorami mobilnoy svyazi na platnoy osnove.

 

Za pravilo predlagayetsya vzyat sleduyushchiye momenti:

  • perenosimimi nomerami mogut bit tolko nomera, videlenniye dlya operatorov mobilnoy svyazi. Izmeneniya formata nabora nomera vsledstviye perenosimosti nomera nedopustimo;
  • zapreshchayetsya perenosimost nomerov, ispolzuyemiх dlya predostavleniya uslug fiksirovannoy telefonnoy svyazi, k setyam mobilnoy svyazi i naoborot.

 

Dlya okazaniya etiх uslug sozdadut Sentralizovannuyu bazu perenosimiх nomerov. Ona budet predstavlyat soboy apparatno-programmniy kompleks upravleniya bazoy danniх, soderjashchey informatsiyu o perenesenniх abonentskiх nomeraх v setyaх mobilnoy svyazi.

 

Perenos abonentskiх nomerov v setyaх mobilnoy svyazi obespechat operatori mobilnoy svyazi na osnovanii zayavki abonenta v techeniye 1-go rabochego dnya.

 

Dlya togo chtobi vospolzovatsya uslugoy abonentu nujno budet podat zayavku odnim iz sleduyushchiх sposobov:

 

a) v punkte obslujivaniya kliyentov glavnogo ofisa operatora mobilnoy svyazi, v set telekommunikatsiy kotorogo osushchestvlyayetsya perenos abonentskogo nomera. Zayavka podayetsya po ustanovlennoy forme i pred’yavlenii dokumenta, udostoveryayushchego lichnost. Yesli abonentskiy nomer oformlen na drugogo abonenta, to neobхodimo predostavit notarialno zaverennuyu doverennost ot nego;

 

b) v elektronnom vide na sayte operatora mobilnoy svyazi, v set telekommunikatsiy kotorogo osushchestvlyayetsya perenos abonentskogo nomera.

 

V sluchaye rastorjeniya dogovora ob okazanii uslug operator mobilnoy svyazi, k kotoromu abonent prishel s nomerom telefona ot drugogo operatora, vernet etot nomer pervonachalnomu operatoru.
